Marion County Opioid Committee RFP

Marion County Board of Supervisors has created a committee to recommend projects for the disbursement of county funds received from opioid lawsuit settlements. This committee desires to focus the funds where the need lies to best benefit Marion County residents. Based on an Opioid Needs Assessment, the goals for this project focus on both treatment and prevention. The committee is also open to accepting proposals for family and recovery support. The funding provied through this effort must not be used to supplant a current budget but instead add to or create existing projects and programs focused on opioid and/or substance use in Marion County. These funds are intended to supplement organizations interested in addressing this need.

Proposals must include:

- Application and work plan - 30 points

- Organizational background and history

- Timeline for project - 5 points

- Budget and budget justification - 15 points

- Plan for submitting quarterly reports to Opioid Committee - 5 points

 

Work Plan

Included in this RFP is Exhibit E, “List of Opioid Remediation Uses”, which details appropriate uses for this funding. For a proposal to be accepted and funded, the work plan must relate directly to at least one area of the List. The Opioid Committee will give priority to those proposals directly addressing treatment and/or prevention. Applications and presentations must detail what work will be done, the geographical area covered, participating audience(s), and staffing levels required to complete the plan. The work plan must include a plan of sustainability for the project as well as short term goals to be completed during the initial project period. Benchmarks to measure both progress and success should be included as well.
 

Timeline

The timeline for the funds will be determined by the Marion County Opioid Committee and the awarded applicant based on the projected timeline for the project and the award date. Awarded applicants will be reimbursed for expenses on a monthly basis.


Budget and Budget Justification

Applications must list expenses required to accomplish tasks listed in the work plan. These expenses may include salary/fringe, mileage, materials, etc and should be separated out in the budget chart. The budget justification will list details about each of the categories –each salary listed separately with the staff person or title, as well as reasoning behind the other amounts being requested. Please be clear about the total amount being requested and the total amount of organizational or local match. Matching funds are not required, but are encouraged and will be favored in the scoring process with extra points awarded to applications that include match.


Plan for Quarterly Reports

Quarterly reports must be submitted to the Opioid Committee on a quarterly basis and will be due October 31, January 31, April 30, and July 31. These reports must describe the work plan activities completed or in process, outline the amounts spent during that quarter, and quantitatively report those individuals reached by the project. Reports will be due to the Project Manager appointed by the Opioid Committee.

Proposals should be mailed to Marion County Public Health Department at 2003 N Lincoln Street in Knoxville, Iowa or emailed to Linsey Spoelstra at lspoelstra@marioncountyiowa.gov. Once an application is received, a confirmation email will be sent to the email listed on the application. Maximum length for proposals is 10 pages; supporting documentation for a capital project is excluded from the page maximum.


The Opioid Committee will meet as needed to review applications. The Committee requests a representative from the application's organization be present to answer questions and determine next steps for the project. Following this formal review, the Committee will give their recommendation to the Marion County Board of Supervisors during a regularly scheduled meeting.

Any appeals to the Opioid Committee or Board of Supervisors decisions must be received in writing by both groups within 14 days of the decision. These appeals will be added to the agenda of the first Board of Supervisor meeting in March 2026 and discussion/action will be taken.
