  • Hours: Monday - Friday; 8 am - 4:30 pm (up to two days per week work from home); evening meetings as needed; evening and weekends required when necessary (i.e. COVID)

Job Summary

Using institutional knowledge and new ideas, provides vision, goals, and leadership to direct programs, activities, and financial management/compliance of the Public Health Department on behalf of the Board of Health. Responsible for day-to-day activities and administration of the department. Oversees development, efficiency and quality of agency services and compliance with Board of Health policy, applicable laws, rules, regulations, fiscal accounting and contract requirements. Represents the department in the community, and is the spokesperson for the Board of Health, unless otherwise noted. Performs related work as required by the Board of Health.

Carries out agency financial and reporting responsibilities through financial management, including projecting, planning, executing, and evaluating financial and program activity of the department. Assures compliance for departmental financial records, comprehensive department wide programmatic data. Approves payroll, tracks financial data and program data, prepares reports, providing program support, assuring separation of duties and coordinating special projects.

Job Duties

  • Attends Board of Health meetings and assumes leadership in developing and evaluating agency objectives, policies, progress and services.
  • On behalf of the BOH, manages agenda, board packets, board minutes. Assures code requirements are met for Board of Health and Open Meeting/Open Records laws. Attends all BOH meetings, facilitates as needed.
  • Provides leadership, education, and staff support to the Marion County Board of Health. Carries out directives of the Board of Health through the local designated public health agency, Marion County Public Health Department, which is inclusive of Public Health and the Environmental Health Programs .
  • Has legal authority to oversee day-to-day operations of the health department. Has legal signatory authority for the Board of Health. Reports to BOH regarding contracts signed and budgetary, legal impacts of all contracts.
  • Provides oversite to programs designated to the Public Health Director by the Board of Supervisors, with approval of the Board of Health.
  • Provides Leadership and Oversight to the Public Health Department
  • Leads the PHD using the Core Functions and Essential Services of Public Health and the Foundational Public Health Services Framework as guiding influences.
  • Provides leadership and day to day oversite for all business of the MCPHD.
  • Serves as the 24/7 contact for MCPHD.
  • Problem solves for department. Seeks assistance from County Attorney or designee as needed.
  • Oversees the regulatory work of the department, working with staff and county attorney office in writing, updating, interpreting County Ordinance and applicable state law.
  • Oversees the application, development and implementation of programs and programmatic work plans that address the needs of the program service area and maintains integrity of grant guidance and administrative rules.
  • Leads MCPHD CHA-CHIP. Assures MCPHD participation in both hospital CHA-CHIP processes. Guides departmental programming as funding is available to work on advancing the Marion County health improvement plan.
  • Oversees development of grant applications and provides guidance and approval of projects while managing financial resources for the projects and programs.
  • Evaluates agency staffing needs and manage personnel as appropriate, including evaluating, right sizing, hiring, discharge, disciplinary actions and other appropriate action as required to assure function of agency and programs within. Works closely with assistant director and county human resource staff.
  • Assures orientation, evaluates and supports appropriate in-service and continuing professional education for staff.
  • Acts as liaison between Board of Health, Board of Supervisors, and public health staff.
  • Complies with all policies and procedures set forth by Board of Health and with county, state and federal regulations.
  • Keeps abreast of changes in public health regulations and conveys needed information to board of health. Proposes local public health policy to Board of Health as needed.
  • Works to build consensus and collaboration with community and agencies.
  • Serves as Affirmative Action coordinator for MPHD as required.
  • Serves as HIPAA Privacy Officer and Coordinator for MCPHD.
  • Serves as General Assistance Director, providing oversite of assigned day to day GA work.
  • Works with the county ADA Coordinator as needed.
  • Provides support to the Medical Examiner and the ME Team.
  • Aligns Core Functions and Essential Services, Public Health Core Competencies, and appropriate ESFs to guide work of the public health department
  • Assures NIMS compliance, and sets Incident Command Structure as public health concerns arise
  • Oversees and performs financial duties for the department. This includes the following:

  • Develop and enforce financial policies which are in compliance with local, state and federal governmental accounting systems.
  • Assure documents are properly prepared for financial audits and assures program managers and coordinators properly prepare and document for program audits.
  • Oversee preparation for statistical reports and uses this information for evaluation and planning of programs.
  • Prepares budget and financial reports for board review. Uses funds in accountable and cost-effective manner. Applies for local funding and state/federal grants for financial support of services.
  • Assures quality and productivity of services through analysis of statistics, time studies, cost reports and staff evaluations.
  • Assures all contractual financial requirements are met, and records are in compliance with program and financial audit requirements.
  • Reviews time studies, manages time allocations for staff, completes cost reports as needed.
  • Applies business structures for applications for funding, including grants, FEMA, and Medicaid when appropriate.

Job Qualifications

  • A bachelor's degree in business or accounting is preferred. Education from an accredited four-year college or university.
  • Six years of experience in public health related program administration.
